Project management for the funding program “REACT with impact – promotion of social entrepreneurship”

The crisis resulting from the economic, social and health consequences of the COVID-19has hit Germany in an unprecedented way. The European Union is making additional funds available under Regulation (EU) 2020/2221 of December 23, 2020 to support the crisis management related to the COVID-19 pandemic. With the planned funding program “REACT with impact – Promotion of social entrepreneurship”, the financial EU funds made available will be used to promote investments in skills development (which at the same time support the transformation to a green and digital economy) and to strengthen crisis resilience (pursuant to Article 92 b, Paragraph 9 of Regulation (EU) 2020/2221).

The funding program “REACT with impact – Promotion of social entrepreneurship” is financed by the European Social Fund, which is provided as part of the reconstruction instrument “Recovery Assistance for Cohesion and the Territories of Europe” (REACT-EU). The funds are available until December 31, 2023.

Through careful technical and administrative planning, implementation and control, the project management body is supposed to ensure that the funds are used efficiently and relieve the Federal Ministry of Economics and Climate Protection (BMWK) of non-ministerial tasks. In doing so, the specifications of the ESF funding must be observed and the resulting requirements (e.g. submission of payment applications, financial controlling, reporting and publication obligations, compliance with the cross-sectional goals) must be fulfilled.

As a partner of IBYKUS AG, ECG was commissioned to provide and configure the online application platform, which is implemented as an online application management using the EUREKA 5 software.

By using Eureka as the base system for creating and processing the applications, there is a direct interface in the form of a compatible export to ZUWES. The development of ZUWES has been realized by ECG on behalf of the BMAS/BVA. ZUWES is based on the standard software Eureka from ECG. This means that the online application platform and ZUWES are compatible. Direct links to other upstream systems can be made from online application management. By using the online application management system Eureka, a direct interface to the DATES-II system of the federal government is guaranteed (already implemented as part of the ZUWES development by the ECG).

Tasks of ECG:

1. Technical processing of funding cases (ECG)
  • Provision of an online application platform and provision of an application workflow (interface ZUWES, DATES)
  • Organization and implementation of the two-stage procedure for the call for funding
2. Professional processing of funding cases (EFG)
  • Advising those interested in funding
  • Assessment of the eligibility requirements
  • Content, formal and mathematical examination
  • Preparation of the funding decision
  • Preparation and execution of the financial settlement as well as payment of the grants
  • Timely review of proof of use
  • Participation competitions
  • Carrying out on-site talks / audits at the grant recipients
  • Participation in legal matters
  • Fulfillment of the specific accounting and reporting obligations of the ESF
  • Entry and maintenance of statutory data in the donation database
  • Execution of closing tasks
